You can randomize the order of the questions by enabling the Shuffle question order option in the Settings screen in Google Forms. This will eliminate the order bias and improve the quality of survey responses.
At the top of the form, click Settings. Under Form presentation, turn on Shuffle question order.
This will open a menu on the right side of the screen. In the settings menu, scroll down to the Presentation section, and select Shuffle question order. This will cause the questions in your form to be randomly shuffled for each respondent.
Select the question you want to leave unshuffled, and Click the Add Section icon next to that question to create a section break. Scroll down and click Section title to name your new section. Type your new Section title. Scroll down and click the question that you do not want shuffled.
