The Project-Based Section 8 (PBCA) Program provides rental assistance for extremely low- to moderate-income residents living in certain apartment complexes throughout West Virginia. The subsidy is tied to specific complexes and paid directly to the owner on behalf of the resident.
WHO IS ELIGIBLE? Public housing is limited to low-income families and individuals. An HA determines your eligibility based on: 1) annual gross income; 2) whether you qualify as elderly, a person with a disability, or as a family; and 3) U.S. citizenship or eligible immigration status.
Local public housing agencies (PHAs) administer the Public Housing and Housing Choice Voucher (HCV) Programs. To apply for either program, contact your local PHA. Some PHAs have long waiting lists, so you may want to apply at more than one PHA.
To qualify for a voucher, you must have very low-income for your area. If you get a voucher, you can rent a home from a private landlord and part of the rent will be paid by your local housing authority. You must pay at least 30% of your monthly income as rent. Most voucher households pay more.
HUD helps apartment owners offer reduced rents to low-income tenants. To apply, contact or visit the management office of each apartment building that interests you. To apply for either type of help, visit your local Public Housing Agency (PHA).
All Coordinators and Users must submit a completed registration application to HUD to obtain a User ID. Required registration information includes name and social security number, the Business Partners name and TIN/SSN, email address, desired password, and mothers maiden name.
