In order to be eligible for RRH in the state of Connecticut, the individual must be literally homeless and be screened by United Ways 2-1-1 (Infoline). 2-1-1 will refer the caller to the Coordinated Access Network (CAN) site in their immediate interview.

Homeless persons are those who lack a fixed, regular, and adequate nighttime residence, or those living in shelters and temporary housing, or public and private places not designed for sleeping accommodations (e.g. on the street, in cars, in parks, etc.).
CalWORKs HA can provide payments for temporary shelter for up to 16 days, as well as payments to secure or maintain housing, including a security deposit and last months rent, or up to two months of rent arrearages.
