The transfer release date is the date that access to the students SEVIS record will shift from the DSO at the transfer-out school to the DSO at the transfer-in school.
For international students the major change is that is that the F-1 visa duration of status and Optional Practical Training (OPT) employment authorization has been extended to April 1st of the relevant fiscal year, rather than to October 1st, a six-month increase.
SEVIS records are government property. If a student meets the eligibility requirements for a transfer as stated in 8 CFR 214.2(f)(8), DSOs may not refuse to transfer the SEVIS record of a student accepted by another school certified by SEVP for any reason, including financial or business reasons.
If an F-1 student leaves the United States for more than 5 months and is not able to remain enrolled at the students ICE SEVP-certified school, the student will not be able to maintain student status.
Your Form I-20 proves that you are legally enrolled in a program of study in the United States. Therefore, it may be needed when you apply for the benefits available to F and M students. If you are eligible to apply for a drivers license or a social security number, remember to bring your Form I-20 with you.

In the header of an F-1 Students record, we will see a SEVIS Actions button with a drop-down menu. The dropdown will contain: Cancel, Complete Program, Defer Attendance, Shorten Program, and Terminate.
You may use a release date during the OPT period or during the 60-day grace period. Allow processing time at the International Center. If you are submitting your request during the grace period, allow at least 10 days for processing time. Once your SEVIS release date is reached your OPT work authorization will end.
You must request your current school (UW) to transfer/release your F-1 U.S. government SEVIS I-20 record to your new school before you can begin full-time studies there. The U.S. government calls this process a SEVIS transfer. (It is different from an academic transfer.)
