You cannot renew your cars registration if you do not take an emissions test. The rule does not apply to diesel trucks, and completely electric vehicles. Motorcycles and antique vehicles (model year before 1967) are also exempt. If your vehicle is registered outside of Illinois, you also are exempt.
Basically, you must complete a training program, have experience as a mechanic, or a federal or state inspector or similar experience. The inspector must also be familiar with Parts 393, 396, and Appendix G of the Federal Regulations.
