Interstate and Foreign Commerce. Purchases of property that are both first functionally used outside the state of California and are used continuously in interstate or foreign commerce (both within and outside California), and not exclusively in California, are exempt from the use tax.

The use tax generally applies to the storage, use, or other consumption in California of goods purchased from retailers in transactions not subject to the sales tax. Use tax may also apply to purchases shipped to a California consumer from another state, including purchases made by mail order, telephone, or Internet.
You cannot renew your car's registration if you do not take an emissions test. The rule does not apply to diesel trucks, and completely electric vehicles. Motorcycles and antique vehicles (model year before 1967) are also exempt. If your vehicle is registered outside of Illinois, you also are exempt.
