Proof of ownership normally includes a bill of sale. The DMV does not provide a form for a bill of sale. The seller and the buyer complete the bill of sale. If the vehicle is transferred as a gift, indicate this on the bill of sale and indicate that the purchase price is $0.
Order by Mail. Send the below items to the DMV: a completed Application for Duplicate Title (PDF) (MV-902) proof of identity - this can be a photocopy of your New York State Driver License, Learner Permit, or Non-Driver ID (see Proofs of Identity for Registration and Title (PDF) (ID-82) for other acceptable proof)
To renew your registration, you will need to: Complete a Vehicle Registration/Title Application (PDF) (MV-82) in its entirety. Section 2 of the MV-82 captures additional information required to process your renewal. This includes the vehicles Adult Seating Capacity (including the driver) and altered vehicle questions.
For each ID card, registration, and inspection, you will receive three renewal reminders, between 75 and 90 days, 45 and 60 days, and 30 and 45 days until expiration. The first of these may seem very early, but an email failure will alert the DMV with enough time to send paper reminders instead.
Buyers and sellers must provide the original title, bill of sale, and valid identification. Both parties visit a DMV office to complete the transfer, pay a standard fee of $50, and potentially sales tax.
