Mandatory means there is no discretion or choice given to the person to decide whether or not to report. Essentially, if a mandatory reporter knows or has reasonable cause to suspect child abuse or neglect, that person must report the possible child abuse or neglect to the local authorities.
Notwithstanding any claim of privileged communication, any mandatory reporter who has cause to believe that a childs physical or mental health or welfare is endangered as a result of abuse or neglect, or that abuse or neglect was a contributing factor in a childs death, shall report.
A wealth of evidence shows that mandatory reporting laws disproportionately target poor families and families of color, and often make children less safeby removing children and placing them in unsafe situations, or by discouraging parents from seeking care or partaking in programs that could offer valuable supports.
The structure of a report typically includes an executive summary, introduction, body, and conclusion, often supplemented by a title page, table of contents, and references. Different report formats include academic, business, and scientific reports, each tailored to specific purposes, audiences, and writing styles.
If you know or have reason to believe a child is being or has been neglected or physically or sexually abused within the preceding three years you must immediately (within 24 hours) make a report to an outside agency. If you know or suspect that a child is in immediate danger, call 9-1-1.
