What is a nonappropriated fund?

A Nonappropriated Fund (NAF) employee is a person who is employed in, and receives compensation from a Nonappropriated Fund Instrumentality (NAFI). NAF employment is different from civil Service federal employment because salaries for NAF employees are not allocated by Congress.

What does it mean if someone is a NAF?

Non-appropriated-fund activities provide members of the armed services with goods and services not furnished by the Government. These activities include post exchanges, liquor stores, clubs, and recreational facilities.

How does NAF work?

Unless specifically provided by law, NAF employment is not subject to civil service provisions or restrictions. Most of the laws administered by the Office of Personnel Management (OPM) (title 5, U.S.C., Section 2105(c)) exclude DOD NAF employees.

What is the difference between appropriated fund and non-appropriated fund?

The basic goal of appropriated-funded contracts is to serve the public interest and satisfy governmental obligations. Non-appropriated contracts, on the other hand, are funded by sources other than direct congressional appropriations.
