On July 4, 1776, it was adopted unanimously by the Second Continental Congress, who were convened at Pennsylvania State House, later renamed Independence Hall, in the colonial city of Philadelphia.
Nine colonies voted in favor of independence. Pennsylvania and South Carolina voted against declaring independence. The New York delegation had not received guidance from their state as to how to vote and therefore abstained from voting.
While the Continental Congress assembled in Philadelphia, Washington and his forces were in New York. The Continental Congress voted for independence on July 2, 1776.
The Declaration of Independence is made up of five distinct parts: the introduction; the preamble; the body, which can be divided into two sections; and a conclusion. The introduction states that this document will declare the causes that have made it necessary for the American colonies to leave the British Empire.
Other members of Congress were amenable but thought some colonies not quite ready. However, Congress did form a committee to draft a declaration of independence and assigned this duty to Thomas Jefferson.
