Sail-powered vessels (no motor) greater than 18 feet in length are only required to be titled in Virginia (no registration needed). Boats used only on private waters do not require registration or titling. New watercraft must be registered before they may be operated on the public waters of Virginia.
DMV will issue a 90-Day Temporary and forward the Boat Registration/Title documentation to DWR for processing. (DMV does not accept mail-in applications for Boat Registration and Titles). Please Note: DMV will only accept payment by check or money order made out to the Treasurer of Virginia.
Obtain a bill of sale: The buyer and seller must complete a bill of sale to document the transfer of ownership. You can use a generic bill of sale form or the Virginia Department of Wildlife Resources provides a specific form for this purpose.
Its important to note that Virginia law requires all boats with a motor to be titled and registered. If the boat is exempt from registration, such as a non-motorized watercraft or a boat used solely for racing, the buyer and seller will still need to complete a bill of sale to document the transfer of ownership.
