The Exceptional Family Member Program (EFMP) is a mandatory enrollment program that works with other military and civilian agencies to provide comprehensive and coordinated community support, housing, educational, medical, and personnel services to families with special needs.
An EFM is a Family member with any physical, emotional, developmental, or intellectual disorder that requires specialized treatment, therapy, education, training, or counseling, and meets the eligibility criteria.
Airmen and Guardians on active duty enroll in the program when they have a family member with a physical, emotional, developmental, or intellectual disorder requiring specialized services; so medical and educational needs can be considered in the military personnel assignment process.
Family members of Active Service Duty Members (ASDMs) with special medical or educational needs should enroll in the EFMP. This includes spouses, children and dependent adults who: Require special medical services for a chronic condition such as asthma, attention deficit disorder, diabetes, multiple sclerosis, etc.
The six categories are: Category I: for monitoring purposes only. Category II: pinpoint to specific geographic locations. Category III: no overseas assignments. Category IV: major medical areas in CONUS. Navy Personnel Command confirms the category code and enters the enrollment data into an EFMP data base.
