The Naval Air Training and Operating Procedures Standardization (NATOPS) program (pronounced NAY-Tops) prescribes general flight and operating instructions and procedures applicable to the operation of all United States naval aircraft and related activities.
The equivalent of an aircraft NATOPS manual in the US Air Force is called Technical Order or TO. For any single aircraft type, there will be several TOs and technical handbooks that are relevant.
The NATOPS Flight Personnel Training and Qualification Jacket accompanies the individual aircrew member throughout his career in the Navy or U.S. Marine Corps. Upon completion of service, the jacket will be given to the individual.
NATOPS was conceived by the Naval Aviation Safety Center in 1960 with the objectives of obtaining and publishing optimum methods for operating naval aircraft, disseminating these methods to the pilots and crews, and requiring compliance with them.
A NATOPS manual for an aircraft generally includes an additional classified volume with information on employment of the weapons system. In the new Top Gun movie, they mention several times that the US Navys F-18 fighter jet is old and the enemy has much better aircraft.
