One of the biggest long-term risks of an Article 15 is that it can lead to administrative separation (involuntary discharge). If the command believes your disciplinary history makes you unfit for service, they can initiate separation proceedings.
If the commander believes you have committed an offense, then the option of an Article 15 is offered instead of trial by court-martial. Article 15s are ordinarily offered for less serious violations of the UCMJ. Acceptance of the Article 15 is not an admission or a plea of guilt. It is merely a choice of forum.
The good news is that under certain circumstances, it is possible to have an Article 15 removed or corrected. Each branch of the U.S. Armed Forces has its own policies for addressing Article 15 records, and there are formal processes to petition for their removal.
The Specialist could be given a Company-Grade Article 15 with, say, 7 days extra duty and a reduction to Private First Class (E-3). That punishment will be recorded locally, and if he stays out of trouble, it wont follow him around in his permanent file.
A finding of guilty at an Article 15 hearing will be filed in your military records; however, the rules vary depending on your rank. If you are in the grade of E4 and below, the Article 15 will be filed locally in non-judicial punishment files.
