The New York State Unified Court System is made up of various levels of trial and appellate courts; the highest court is the Court of Appeals. Most legal issues are resolved in our state courts. New York's state court system handles nearly four million cases a year, heard throughout the State's 62 counties.
The Court of Appeals is New York State's highest court and court of last resort in most cases. The Court, which sits in Albany, is composed of a chief judge and six associate judges, each appointed by the governor, with the advice and consent of the senate, to a 14-year term of office.
Courts are open, but access and procedures have changed. Efiling is now available statewide; many court appearances are virtual; and courts are taking longer to process applications.
Under the Constitution and implementing statutes, appeals in civil matters are taken to the Appellate Divisions from each of the trial courts in the unified court system, except the New York City Civil Court, and district, town, village and city courts outside the City of New York.
