You cannot apply for the Jefferson Scholars program! Rather, eligible high schools are asked to nominate a student in the senior class who exemplifies leadership, scholarship and citizenship. However, participating schools can only nominate one student per year so it is highly selective!

Does Tufts give out merit scholarships?
Tufts does not offer any merit or academic scholarships to Arts Sciences and Engineering students. All aid is based solely on financial need and is not adjusted for superior academic performance or extracurricular activities. The only exception is a small ($500 per semester) Tufts National Merit Scholarship program.
What GPA gets you a merit scholarship?
The main reason is that Tufts is lacking in endowment in comparison to many of these aforementioned schools (with the exception of Georgetown, which has established name recognition in DC), which is likely why it is increasing its entering class size yearly to generate more endowment from student tuition.
Does Tufts do merit scholarships?
Since the minimum GPA for a full-ride scholarship is usually set at 3.0, a 4.0 is sure to always be above and beyond whats required.
