A boat title is a legal document that acts a proof of ownership. Titling may be required in order to sell your boat, but titling rules differ from state to state. Any boat can be voluntarily titled, but sometimes just state registration is sufficient to prove ownership.
To transfer the ownership of the vehicle to your name, you must complete form MV-82* or MV-82TON*, and pay applicable sales tax. If none of the situations described below apply to you, visit dmv.ny.gov or visit a DMV office.
That includes originals of: A completed Boat Registration/Title Application. Proof of ownership. For boats that New York issues titles for, the title certificate is used for proof of ownership. Bill of Sale if purchased from an individual, store, broker or dealer. Sales tax clearance form. Proof of identity.
To register your boat (renewed every 3 years): Provide proof of ownership. Provide proof of payment of sales tax (may be paid to Motor Vehicles at time of registration) Provide a bill of sale.
Complete Form MV-82B: This form is used for the transfer of ownership. It requires information about the buyer, seller, and the boat being transferred.

The buyer and seller can make photocopies of the bill of sale to keep for their records. The new owner must go to the DMV with the acceptable proof of ownership and a bill of sale. A bill of sale alone is not acceptable as proof of ownership without a title or transferable registration.
You would need to go to the Marine Board with the seller, you can fill out the proper paper work (lost title application) and such. With that the Marine Board, they will build a new replacement title, you will use a one time mailing address for the new title to be mailed, this will be your mail drop box.
