Recipients of this award are registered Scouters who have made an impact on the lives of youth through service given to the council. A limited number of Silver Beaver awards are awarded each year.
There are three awards given at different levels of Scouting as recognition for extraordinary service, known as the Silver Awards. These awards are the Silver Beaver at the Council Level, The Silver Antelope at the Region Level, and the Silver Buffalo at the National Level.
The rarest U.S. Scouting honor received is the Silver World Award; or world-wide, the Silver Fox Award. I agree with some others who say that the Honor Medal with Crossed Palms is the rarest U.S. Scouting award or recognition still being awarded, followed by the Distinguished Conservation Service Award/Hornaday Medal.
