Men are allowed to be Campout/Cookout facilitators. Unfortunately, it seems like you got stuck in a dud troop that isnt taking the outdoor pillar of Girl Scouts seriously. You can ask your Council about camping opportunities that are not related to your troop such as core camp.
Any parent at a meeting, or diving/supervising multiple girls on a field trip, must be a registered and background checked Girl Scouts member. Frankly, many leaders find this kind of participation to be problematic. When there ae multiple parents sitting around, it is distracting for the girls.
Absolutely dads are encouraged to participate with their Girl Scout! There are specific rules for overnighters/camping with sleeping arrangements (to be expected).
Can parents and adults volunteer with Girl Scouts? Yes! Be her cheerleader, guide, and mentor, helping her develop skills and confidence that will last long after the meeting is over.
Also, National Boy Scout rules say that parents (not just fathers) are welcome to all scouting events, including camping. We have scouts from single parent homes, from divorced homes (split custody), and intact families. All are welcome.
