To purchase or acquire a firearm, you must have a valid Firearm Safety Certificate (FSC). To obtain an FSC, you must score at least 75% on an objective written test pertaining to firearm laws and safety requirements. The test is administered by DOJ Certified Instructors, who are often located at firearm dealers.
Form 4473 contains the purchasers name, address, date of birth, government-issued photo ID, National Instant Criminal Background Check System (NICS) background check transaction number, and a short affidavit stating that the purchaser is eligible to purchase firearms under federal law.
For transferring California-approved and legal firearms, there is a $125 transfer fee and a $47.19 California-required registration/background check fee (DROS).
Pursuant to Penal Code section 31615, a person shall not purchase or receive any firearm (except an antique) without a valid Firearm Safety Certificate (FSC), unless they are statutorily exempt from the FSC requirement.
Within 30 days of taking possession, the recipient must submit the Report of Operation of Law or Intra-Familial Firearm Transaction (Form BOF 4544A) to the California Department of Justice. The form, available at Form BOF 4544A, requires: A $19 processing fee (check or money order).
