You do not have to be a U.S. citizen to qualify for health coverage through MNsure. Minnesota residents who are in the U.S. legally can be eligible.
Minnesota Health Care Programs (MHCP) provide health care coverage to eligible families with children, adults, people with disabilities and seniors. MHCP programs are: Medical Assistance (MA) (DHS-4932) (PDF)
You can still enroll in a plan through Mnsure if you dont qualify for subsidies. They also have a form you can fill out if you feel that the coverage offered through your employer is unaffordable (Appendix A Form). Quitting your job is not a qualifying life event but losing insurance through your employer is.
