So a Tier II Plan, also known as the Self Certified Plan, is for a facility with no oil spills in the last 3 years, with at least 1,320-gallons of oil products on-site, an oil tank equal to or larger than 5,000-gallons, and total oil storage under 10,000-gallons. If you think you might need an SPCC Plan, dont delay.
Tier 1 spills are generally small in size, affect only a local area and may be dealt with by the individual operator. Tier 3 spills, due to their scale and likely major impacts, need substantial response resources from national and/or international sources.
