Red: In March 2018, the DMV began issuing a new red decal to replace the white and green decals for qualifying vehicles. This decal will be valid until Jan. 1, 2022.
This program will allow an eligible clean air vehicle (CAV) that was issued a CAV decal prior to January 1, 2017, to be issued another decal valid until January 1, 2024, if the new registered owner's gross annual household income meets the specified income threshold.
You will receive a new CAV decal ID card within 30 business days. These CAV decals are issued to vehicles that meet California's super ultra-low emission vehicle (SULEV), inherently low-emission vehicle (ILEV) and transitional zero emission vehicle (TZEV) evaporative emission standard for exhaust emissions.
Mail the completed application with a $22 decal fee (no cash) to the address printed on the form.

CAV decals expire on January 1st of the fourth year after the year they are issued. This provides an access period of three full years plus the partial year from when the decal was issued. For example, if a decal was issued anytime in 2021, it expires January 1, 2025.
First-time applicants must have a household income at or below 80% of the state median income. Purple stickers expire January 1, 2023; and orange stickers issued on or after January 1, 2020, expire January 1, 2024.
The green sticker is for newer and less polluting vehicles. As of 2021, the red sticker is no longer valid and the yellow sticker is only accepted in Neu-Ulm. All other cities with low-emission zones now require the green sticker.
White decals are no longer being issued, and are no longer valid as of January 1, 2019. They were available to an unlimited number of qualifying zero emission vehicles (ZEVs). Vehicles that qualified were 100% battery electric or hydrogen fuel cell electric vehicles.
