DA Form 268, also known as the Report to Suspend Favorable Personnel Actions (FLAG), is used to document derogatory information or adverse actions against a military service member.
For example, a Flagged Soldier may not reenlist, be reassigned (PCS), be promoted, receive military awards and decorations, enroll in military schools, or use tuition assistance benefits, as well as other prohibitions. DA Form 268 is used in the military to manage personnel actions. It serves several purposes: to suspend favorable actions like promotions or awards. to initiate or remove flags indicating ineligibility for favorable actions. to track a soldiers status during investigations or administrative processes.
A flag will remain in place until the commander determines that the service member is no longer in an unfavorable status. This could take a few days or several months, depending on the circumstances. In at least one example, multiple Soldiers remained flagged for more than a year.
The Armys Counseling Form, DA Form 4856, has been widely used by the Army community and the updates are intended to further help in establishing trust and transparent communication between a Soldier and their leader.

Talk with your Commander. The CDR is the only one with the authority to initiate or remove a flag. Your CDR needs to submit a DA 268 along with the DA 705 and 5500 if applicable to your S-1. Your E-8 has no authority to refuse to remove your flag. You should also receive a 4856 regarding the flag removal.
