A student is eligible for in-state tuition if they graduated from a Colorado high school and have been living in Colorado for at least 12 months. The 12-month period must be met by the first day of classes for the semester they wish to attend.
Subject to the availability of space, all first-year students are required to live in a residence hall for two academic semesters (a summer term does not count as an academic semester), unless they are married or live with parents and have permission to commute.
The Department will consider, among other things, Colorado voter registration, Colorado vehicle registration, Colorado driver license, school registration, property ownership and residence of spouse or children in determining intention to be a Colorado resident.
Colorado College requires all first-year students, sophomores, and juniors to live on campus. Students participating in study away programs are not required to live on campus during the duration of their study abroad program and will not have an on campus housing assignment during this period.
Proof that demonstrates evidence of intent, as specified by the residency statute, may include all the following: Colorado drivers license or valid Colorado ID for 12 continuous months. Colorado motor vehicle registration for 12 continuous months. Permanent, full-time, off-campus employment. Colorado voter registration.

Certainly you can. Colleges offer dozens of campus organizations devoted to every imaginable interest. None of these require enrolled students to live in a particular place. Remember many students are commuters who may live with their parents while attending college.
