All motions, unless made during a hearing or at trial, shall be in writing and shall be filed with the clerk. An original shall be filed and shall be accompanied by a brief or memorandum suggesting the reasons and authorities in support. (b) Responses and Replies to Motions.
(a) Ruling on Motion. A judge of the district court must issue a ruling on a civil motion no later than 30 days after the motions final submission except for a ruling on a motion for summary judgment, which must be issued no later than 60 days after final submission.
Change of judge; procedure; grounds. (a) If a party or a partys attorney believes that the judge to whom an action is assigned cannot afford that party a fair trial in the action, the party or attorney may file a motion for change of judge.
(b) Each response to a motion shall be filed not later than 10 days from the date of service of the motion, or within any shorter or longer period that the court may allow. Each reply, if any, shall be filed within seven days of service of the response or within any shorter or longer period that the court may allow.
