History. The first European settlers came to what is now Hart Township in 1855-56; the township itself was established in 1860. Timber was an early industry, and the village or Hart began when Elbridge G. Farmer began construction of a sawmill along the river in what is now Hart.
The park was dedicated in 1929 as the Kern River Park, and renamed in 1947 for Kern County Supervisor John O. Hart. The 370 acres of Hart Park along the Kern River now constitute the centerpiece of the 1,012 acre recreational complex called Kern River County Park, which also includes the: Group Picnic Reservation Areas.
During World War I, Black Bottom was home to many Eastern European Jewish immigrants, and the Great Migration influx of southern African Americans combined with redlining created a majority black neighborhood within Detroit. As the Black Bottom grew, it became a lively area with jazz bars and nightclubs.
The final design was done by the firm of Smith, Hinchman, and Grylls, with the help of Isamu Noguchi. The plaza opened in 1975 and in 1976 was dedicated to Philip Hart, a United States Senator from 1959 to 1976. However, the park was not completed until 1979.
Originally called Civic Center Plaza, the 14-acre public space opened in 1975. The plaza was designed by Japanese-American modernist Isamu Noguchi and re-named after the late U.S. Senator Philip Hart in 1977.
