The purpose of the ICPC is to protect the interests of children being placed across state lines and to fix responsibility for agencies and individuals involved in placing children.
The ICPC establishes procedures and assigns obligations for those responsible for the placement of children. The law generally requires that courts follow the procedures and provisions of the ICPC. Judges and magistrates must never authorize a child to be placed in another state except in accordance with the ICPC.
A placement is the arrangement for the care of a child in a foster home or in a child-caring agency or institution, including placement with a relative, or into a pre-adoptive home.
Form ICPC-100B is used to (1) confirm that an approved placement in accordance with the Compact has been made, (2) withdraw a request prior to the home study, (3) indicate that an approved resource will not be used, (4) report a change in the placement resource and/or type of care, (5) report a change of address, and (
