With a few exceptions, stake presidents may delegate to their counselors, or to high councilors, the authority to perform ordinances, issue calls to serve, ordain others to priesthood offices, and give spiritual blessings. Stake presidencies are to draw upon the scriptures and are to seek inspiration through prayer.
New bishops are recommended by the stake president, but each bishop is formally approved by and called in writing by the churchs First Presidency. Prior to ordination, the proposed ordination of a bishop must also be accepted by common consent by the members of the ward.
A stake president is a man who is asked to serve as a volunteer in this position. He oversees Church programs in a defined geographic area composed of individual congregations called wards and is responsible to help the members of his stake in their efforts to follow Jesus Christ.
Missionaries represent the Lord and must be called by proper authority (see Doctrine and Covenants 42:11; Articles of Faith 1:5). The call to serve a mission is generally extended by the President of the Church. For senior service missionaries, the call is extended by the stake president.
Once the person recommended is approved, the stake president can extend the call to the potential bishop and ask his wife for her support. If he is worthy and accepts the call, the new bishop is then presented to the ward for their sustaining vote and is ordained and set apart, usually by the stake president.
