If youre not a prohibited person, and your ATF Form 4473 has been denied, you have an option available. You can file an appeal called a firearm-related challenge through the FBI. This process will provide you with both the reason you were denied and give you an opportunity to challenge the validity of that denial.
The ATF Form 4473 is a form required by the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) for individuals purchasing firearms from federally licensed firearms dealers. This form is used to conduct background checks on individuals to ensure that they are legally allowed to purchase firearms.
Licensees shall retain each ATF Form 4473 for a period of not less than 20 years after the date of sale or disposition.
A transferee/buyer who wishes to acquire additional firearms after the transferor/seller has signed and dated the form must complete a new ATF Form 4473 and undergo a new NICS check.
The prospective buyer fills out the ATF form, and the FFL relays that information to the NICS. The NICS staff performs a background check on the buyer. That background check verifies the buyer does not have a criminal record or isnt otherwise ineligible to purchase or own a firearm.

Federal law requires that a NICS background check take no more than three business days. If it does exceed that limit, then the FFL may proceed with the transaction, although there are those in Congress attempting to change this.
