The 8130-3 form is an FAA-required document that is primarily used to verify parts and components within the global aviation system. The 8130-3 can be used to docHub that new and used parts conform to safety standards and can also be used to approve return to service (RTS) following maintenance and repairs.
A Designated Engineering Representative (DER) uses his or her authority to make findings of compliance. As a DER you are authorized to find that engineering data complies with appropriate airworthiness standards. A DER signs and issues FAA Form 8110-3 to indicate compliance.
FAA Order 8130.21G states that for an FAA Form 8130-3 with typographical errors on the original, the original issuer may reissue the 8130 with the corrections. The recipient must provide a written statement and a copy of the incorrect FAA Form 8130-3 to the original issuer indicating the errors.
A PAH may issue an FAA Form 8130-3 for approval for return to service after rebuilding or altering its product/article in accordance with 43.3(j) and 43.7(d). The use of FAA Form 8130-3 for this purpose is optional, but the FAA recommends its use.
