A Research Service Without Compensation (WOC) employee is an individual who performs research-related duties without any direct monetary compensation from the Department of Veterans Affairs.
All funded trainees who are paid directly by VA must be US citizens.
VA home loan eligibility also extends to U.S. citizens, Permanent Resident Aliens and Non-Permanent Resident Aliens (as long as documentation can be provided). Also note: all who are determined eligible for a VA loan must also attain a Certificate of Eligibility (COE) to proceed with VA home loan benefits.
WOC appointees are not paid by VA, but are still considered to be Federal employees. As such, all prospective WOC employees must be a U.S. citizen eligible to work, and must pass a background check. A WOC can be an unpaid volunteer, or a paid employee of the VA NPC , academic affiliate, or other non-VA entity.
You must have been called to active duty by a federal order and completed the full period for which you were called or ordered to active duty. If you had or have active-duty status for training purposes only, you dont qualify for VA health care.
