In May of 2020, Gustavo Velasquez was appointed Director of HCD by Governor Gavin Newsom. In this leadership role, Velasquez leads Californias housing policy agenda and administers a wide range of programs that produce, preserve, and protect affordable housing and address homelessness in communities across the state.
The new agency will become effective on July 1, 2026, at which time the current Business, Consumer Services, and Housing Agency (BCSH) will be dissolved. This reorganization marks the first time in Californias history that the state will have a cabinet secretary solely focused on housing and homelessness.
Tomiquia Moss was appointed by Governor Gavin Newsom to serve as the Secretary of the Business, Consumer Services and Housing Agency in November 2023 and was sworn in on February 13, 2024.
