Five Criteria CPS Needs to Register a Report: IDENTITY AND LOCATION. Is there enough information known about the identity and location of the potentially abused child to permit an investigation? Reasons Why a DCF Investigation Might Be Initiated Key triggers for investigations include reports of neglect, physical, emotional, or sexual abuse. These reports often come from teachers, healthcare providers, or observant neighbors who notice warning signs.
If a law enforcement agency receives an oral report, it shall immediately notify Careline. Oral reports to the Careline shall be recorded. Within 48 hours of making an oral report, a mandated reporter shall submit a written report to the DCF Careline on the DCF-136, Report of Suspected Child Abuse or Neglect.
In all cases: DCF must complete its investigation in 45 calendar days. DCF and law enforcement must minimize the number of interviews with any child.
Under Connecticut law, elder abuse includes, but is not limited to, the following behaviors: Willful infliction of physical pain, injury or mental anguish. Willful denial of services needed to maintain physical or mental health. Neglect, abuse, abandonment or exploitation of the elderly (anyone older than 60).
