The requirements of the Department of Transportation (DOT) Operator Qualification Rule (OQR) have placed a significant burden on pipeline operators and contractors. The OQ Rule requires pipeline operators to provide evidence that their workers have completed training so they can respond to certain uncommon situations.
Qualified Operator means a Person that has at least five (5) years' experience operating power generation and storage facilities generally similar to the Facility.
Currently, a covered task is defined as follows: (1) Is performed on a pipeline facility; (2) Is an operations or maintenance task; (3) Is performed as a requirement of this part; and. (4) Affects the operation or integrity of the pipeline.
Records of prior qualification and those for individuals no longer performing covered tasks shall be retained for at least five years.
MEA supports these efforts through a one-day initial evaluator classroom training and online refresher training. MEA approved OQ evaluator status must be renewed every three years.
