To be eligible for the MAVNI program, the DOD requires applicants to be in one of the following immigration categories or authorized stays at the time of enlistment into the U.S. armed forces: Asylee; Refugee; Beneficiary of Temporary Protected Status (TPS);

As of the cover date of this report, DOD has not resumed the MAVNI program. As of February 2024, approximately 40,000 foreign nationals were serving in the U.S. Armed Forces within active and reserve components in DOD military departments (Figure 1).

To join the U.S. military, non-citizens must be living permanently and legally in the United States. Non-citizens must also have permission to work in the United States, possess an I-551 (Permanent Residence Card), have obtained a high school diploma and speak English.
