Active duty LEO fall under 926B of 18 U.S.C. (LEOSA) and do not have to be certified in the state in which they reside. They only have to be authorized to carry the M9 by successfully completing the service handgun qualification course of fire and be on an arming roster.
Retired officers from Washington have a clear privilege to carry concealed weapons in Washington under certain restrictions. They are required to meet the restrictions and there is no responsibility placed on law enforcement agencies. There is no permit required.
Concealed carry is legal for residents with a Washington Concealed Pistol License (CPL) and for non-residents with a license/permit from a state that Washington honors. CPLs are issued to residents and non-residents that are at least 21 years old. There is no current requirement to attend a firearms training course.
Retired Law Enforcement Officers Safety Act LEOSA requires that the retired law enforcement officer have a photographic identification card which identifies them as a retired law enforcement officer. LEOSA also requires that the retired law enforcement officer maintain an annual qualification with their firearm.
The Law Enforcement Officers Safety Act (HR-218) allows the qualified law enforcement officer and the qualified retired law enforcement officer to carry a concealed firearm in any jurisdiction in the United States, regardless of any state or local law to the contrary, with certain exceptions.

The LEOSA exempts active/retired law enforcement officers from state and local carrying laws. It does not exempt them from federal laws, which regulate firearms on aircraft and federal property.
Your primary residence must be Washington and you must possess a Washington State drivers license or ID card to complete the LEOSA firearms qualification through Washington State. If your license or ID card is through another state, you must apply for your LEOSA firearms qualification through there.
