HSMV 82053, Power of Attorney. 1. HSMV 82053 is used by the owner of a specific motor vehicle, mobile home, or vessel to appoint another person to sign an application for an original, transfer, or duplicate certificate of title and to file a notice of lien, noting that lien on a new certificate of title.
A vehicle with a model year of 2011 or newer is exempt from odometer disclosure after 20 years, and a vehicle with a model year of 2010 or older is exempt from odometer disclosure after 10 years.
When ownership changes on a vehicle more than 20 years old (or having a model year of 2010 or older), the mileage is eligible for odometer exemption. If the mileage is not being recorded, the word EXEMPT should be written in the odometer disclosure area of the title or application for title.
However, it is often possible to face miles marked as exempt from odometer reporting. That refers to old and classic cars that have crossed a certain, pre-defined odometer limit. In such a case, the vehicle receives the exempt mileage title.
For motor vehicles manufactured in or after the 2011 model year that are 20 model years old or newer, the seller must complete the odometer disclosure statement on the back of the title certificate.
