A multistate license grants a cosmetologist the ability to practice in all compact member states. To be eligible for a multistate license, a cosmetologist must live in a compact member state and hold an active, unencumbered license in their home state and pay all required fees.
Programs of study in cosmetology can range anywhere from 1,000 clock hours to 2,100 clock hours, and as such, states develop specific requirements for individuals who graduated from cosmetology school in one state to be able to become licensed in another state. This process is considered reciprocity or endorsement.
Once seven states have enacted the compact as law, it will go into effect. Alabama, Arizona, Kentucky, and Virginia have already passed cosmetology compact bills into law, while versions of the legislation are being considered in California, New York, New Jersey, Pennsylvania, Ohio, and Tennessee.
If you already hold a cosmetology license in another state and wish to transfer it to Vermont, the states cosmetology board will typically grant reciprocity, provided you do the following: Complete the endorsement application form found here. Submit the application with the $110 fee.

The reciprocity application fee is $325. To transfer your cosmetology license to New Hampshire, the training hour requirements in your home state must be equivalent to or greater than the requirements of New Hampshire. You must have passed a written and practical national exam in English.
