According to new Rule 11(c), documents must be served via email unless certain exceptions apply. Documents may be attached to the email, or the serving party can include a link in the body of the email that will allow the recipient to download documents from a reliable service provider.
(c) Service in general. Any subpoena issued under subsection (a) may be served by any person so authorized by the Attorney General or by any person authorized to serve process on individuals within Illinois, through any method prescribed in the Code of Civil Procedure or as otherwise set forth in this Act.
An out of state attorney must send their subpoena to the Clerk of the Circuit Court of Cook County. That Clerk will then serve the valid Illinois version of the original out of state subpoena to the recipient in Cook County. And just as it applies to the rest of the state everything must also be filed electronically.
