Form 15 is intended to be used for the design of particular systems or components within a building that are outside of the building certifiers expertise. Examples of these are systems and components such as concrete footings and slabs, mechanical air handling or fire alarm systems etc.
The building certifier signs a Form 16 Inspection certificate (PDF, 158KB) and provides it to a builder to confirm that a stage of construction has been completed satisfactorily. The building approval addresses the inspection schedule.
A certificate of occupancy (Form11) is generally issued by the private building certifier who had responsibility for the building certification process for the property.
