The Assisted Living Waiver (ALW) is a Home and Community-Based Services (HCBS)​ waiver that was created by legislation that directed the California Department of Health Care Services (DHCS) to develop and implement the project to test the efficacy of assisted living as a Medi-Cal benefit.​
Many Californians do not know that assisted living, including some memory care programs, is an option for eligible low-income people on Medi-Cal. (While services are paid for, people do pay a portion of the cost for their room and board through their supplemental security income.)
This waiver provides assisted living facility services for adults 18 and over, including those with Alzheimers disease, who need assistance with their daily living activities and require a nursing home level of care.
Medi-Cal covers most medically necessary care. This includes doctor and dentist appointments, prescription drugs, vision care, family planning, mental health care, and drug or alcohol treatment. Medi-Cal also covers transportation to these services.
California has a limited Medi-Cal waiver program called the Assisted Living Waiver (ALW) which allows Medi-Cal to pay for residential care facilities for the elderly (RCFEs).
