The California Environmental Quality Act (CEQA) applies to proposed projects initiated by, funded by, or requiring discretionary approvals from state or local government agencies.
Preliminary Review The required CEQA review process can result in three different determination/document typesan exemption, an Initial Study with Negative Declaration or Mitigated Negative Declaration (IS/ND or IS/MND), or an Environmental Impact Report (EIR).
An EIR is an informational document to be used by the decision-makers when making a decision about a project. CEQA does not require technical perfection in an EIR, but rather adequacy, completeness, and a good faith effort at full disclosure.
CEQA is required for projects that will have a substantial impact on the community. However, even small-size projects must follow the CEQA process, especially if they have adverse impacts on the environment. The Act focuses on the project applicant bearing the burden of the cost as the community assesses the project.
The CEQA checklist lists environmental factors to be evaluated for all projects in California. The list goes by many namesenvironmental checklist, initial study checklist, Appendix G. But they all mean the same thing. CEQA doesnt explicitly require cities to use the checklist in Appendix G of the CEQA guidelines.
