ICS divides an emergency response into five manageable functions essential for emergency response operations: Command, Operations, Planning, Logistics, and Finance and Administration.
The Incident Commander performs all major ICS functions unless he or she activates Command or General Staff positions to manage these functions. For example, the Incident Commander would personally perform the Operations function until an Operations Section was activated.
Incident commanders are responsible for setting up communication channels, inviting the appropriate people into those channels during an incident, and training team members on best practices for not only incident management, but also communication during an incident.
General Staff: The group of incident management personnel reporting to the Incident Commander. They may have one or more Deputies, as needed. The General Staff consists of the Operations Section Chief, Planning Section Chief, Logistics Section Chief, and Finance/Administration Section Chief.
