The definition of a subrecipient is: An entity, usually but not limited to non-Federal entities, that receives a subaward from a pass-through entity to carry out part of a Federal award, but does not include an individual that is a beneficiary of such award.
In other words, your entity is the main recipient of the DOJ award and the subrecipient is another non-federal entity, which your entity provides with a subaward to complete part of the federal program you have taken on.
Receiver and Recipient , Both the words have same meaning. They are synonyms. They mean a person or thing which receives. The word Recipient is used more formally as to receive prize or award.
Subrecipient: A non-federal entity that receives a subward for the purpose of carrying out part of a federal award. The subaward creates a federal assistance relationship with the subrecipient. (See 2 CFR 200.93 . 330 (a) of the Uni- form Guidance.)
When a grant program contains mulitple goals, it is possible for the recipient to complete part of the goals and for the entity to perform another part. If the scope of the agreement is per the federal program terms/guidance, the entity is a subrecipient.
