The 1979 Montana Legislature established the Reserved Water Rights Compact Commission (RWRCC) as part of the state-wide general stream adjudication. The RWRCCs mission was to negotiate settlements with Montana Indian tribes (7) and federal agencies (11) claiming federal reserved water rights within Montana.
The water rights compact entered into by the Confederated Salish and Kootenai Tribes of the Flathead Reservation, the State of Montana, and the United States of America to settle all existing claims to water of or on behalf of the Confederated Salish and Kootenai Tribes within the State of Montana.
The Salish Tribe also referred to as the Flathead, were a large and powerful division of the Salishan family, to which they gave their name. They inhabited much of western Montana centered around the Flathead Lake and valley. They were called the Flathead Indians by Lewis and Clark when they came upon them in 1806.
In the spring, the Salish would gather roots, vegetables, and medicines for the entire year. In the summer, as berries and other fruits began to ripen, they would gather them as well. During the fall the Salish would hunt for meat that would eventually be dried for the winter months.
The Confederated Salish and Kootenai Tribes (CSKT) of the Flathead Indian Reservation are comprised of three tribes: the Bitterroot Salish, the Upper Pend dOreille, and the Ksanka Kootenai.
