The full name of your parents at birth, even if they are deceased or you do not know their current location. Include their city and state of birth, if they were born in the U.S., or their country, city, and province of birth if they were born outside the U.S.
You can file Form N-600 at any time if you became a U.S. citizen at birth or after birth, but before you turned 18 years of age. Filing this application is NOT a request to become a U.S. citizen.
Do I have to fill out the Mother/Father/Parent sections if my parents are deceased? Or is this section only for minors? Yes, you still need to fill out those sections. These sections are not for minors only.

The Child Citizenship Act of 2000 allows foreign-born, biological, and adopted children of U.S. citizens to acquire U.S. citizenship if they satisfy certain requirements before age 18. The Act applies to children who did not acquire U.S. citizenship at birth.

While these two forms may have similar names, they serve two separate purposes. The main difference between these two forms is that: Form N-400 helps you become a U.S. citizen. Form N-600 helps you get a certificate that proves you became a U.S. citizen as a child through a parents citizenship.
