Licenses are associated with a business entity and not necessarily the qualifier. Therefore, licenses are not transferable from one business to another, even if the qualifying individual is the same for both (Business and Professions Code section 7075.1).
Any business which contracts or offers to contract to build, alter, repair, add to, subtract from, improve, move, wreck or demolish any building, highway, road, railroad, excavation or other structure, development or improvement, or to do any part of the work must be a licensed contractor.
Contractors can apply for reciprocity to get a contractor license in those states, as well. CSLB has formal reciprocity agreements with the contractor licensing agencies of Arizona, Louisiana, and Nevada.
Texas does not currently have reciprocity agreements with any other state modular construction programs.
Reciprocity requirements are the same for each state: The contractor must be applying for a license in a classification that appears on that states Reciprocal Classifications List. The contractor must have held an active license in good standing in one of the reciprocal states for the previous five years.
