The Maryland Park Service passport can be purchased for $75 for Maryland residents or for $100 for out-of-state residents. The passport is valid for one year from the month of purchase. The annual passport can be purchased online at the Department of Natural Resources online store or in person at most state parks.
Per Maryland State Law, vehicles displaying valid handicap tags or placards may also park at any metered space for double the time limit of that meter OR a maximum of 4 hours. Payment is not required during that time.
You must be 62 years of age or older to be eligible for a Golden Age Pass. This is a lifetime pass for services and facilities in Maryland State Parks. The Golden Age Pass is good for free entry (cardholders only) into all Maryland State Parks that have service charges to enter.
If you have a valid disabled persons parking card, the disabled parking spaces provided by local authorities are free of charge. Under local bye-laws, each local authority has the discretion to set time limits for parking in these spaces.
How much does a handicap placard cost in Maryland? In Maryland, there is no fee for permanent or temporary disability placards. For a disability plate or motorcycle plate, however, there is a $20 fee for the assessment of the substitute/replacement tag.

Disability parking placards, permits, or tags from DC or any state allow you to: Park in any parking space designated for a disabled person. Park for double the posted time in any metered spaces (unless prohibited by DDOTs Red Top Meter Program)
If you are parked at a meter that does not meet ADA guidelines, and you are displaying disability plates or a disability placard, you are allowed to park for double the duration of the meter up to four hours.
Disability is not permanent but would substantially impair the persons mobility or limit or impair the persons ability to walk for at least three weeks, and is so severe that the person would endure a hardship or be subject to risk of injury if the Temporary Placard were denied.
Fees. There is no fee for the placard(s). Requests for a set of disability plates require the assessment of a substitute/replacement tag fee. Please submit your completed application along with the appropriate $20.00 fee.
