Registration is required by Jan. 31 of each calendar year during which lobbying activity will occur, regardless of the date on which an individual registers, or within 10 days of a lobbying agreement. The registration fee is $50 for each lobbying entity and $50 for each registered lobbyist.
There are no licensing or certification requirements, but lobbyists are required to register with the state and federal governments. Most lobbyists have college degrees. A major in political science, journalism, law, communications, public relations, or economics should stand future lobbyists in good stead.
Any individual engaging in lobbying is required to register as a lobbyist with the Illinois Secretary of State prior to engaging in any lobbying, but in any event no later than 2 days of commencing lobbying activity, and must re-register annually thereafter (on or before January 31). 25 ILCS 170/5.
The term lobbyist means any individual who is employed or retained by a client for financial or other compensation for services that include more than one lobbying contact, other than an individual whose lobbying activities constitute less than 20 percent of the time engaged in the services provided by such
